BRIEF POSTING DESCRIPTION:

The Corporate Safety Department of the Safety & Security Division at Hawaiian Electric Company has a Management vacancy available. (Role: Manager Supervisor)

JOB FUNCTION:

Manages daily operations of the Safety team. Acts as the lead with staff and management; facilitates internal and external working relationships; maintains relationships with outside regulatory agencies; directs the work of outside safety contractors; and develops, implements and administers comprehensive safety programs. Serves as the principal authority regarding safety issues, ensuring compliance with all safety laws. Responsible for ensuring the safety of customers, employees and facilities.

FUNDAMENTAL RESPONSIBILITIES:

  • Develops, maintains, implements, and updates all occupational safety and health policies, programs, procedures, guidelines, work rules, etc., Responsibilities include, but are not limited to:
    • Monitors all changes and new regulations concerning OSHA. Communicates requirements to senior management and develops and recommends new procedures and policies to comply with such changes.
    • Directs the development, implementation and maintenance of all safety programs.
    • Annually reviews the Company’s Accident Prevention Manual to ensure compliance.
    • Annually prepares an inspection plan and ensures implementation. Conducts periodic safety inspections and ensures corrective action.
    • Coordinates all announced and unannounced safety inspections by governmental agencies such as OSHA, HIOSHA, Department of Health, etc.  Communicate findings to senior management and coordinate corrective action, as appropriate.
    • Directs the coordination of the Substance Abuse Program for Random, Reasonable Suspicion and Post-Accident Drug Testing.
    • Coordinates development/implementation of work practice changes to meet mandated OSHA regulations and addresses recognized hazards.
    • Oversees, develops, directs, and performs public electrical safety programs and inspections along with related training to government, industrial, and community groups. Analyze safety statistics monthly and report findings to senior management. Researches, evaluates, and recommends new safety tools and/or procedures that will correct hazardous conditions or improve safety statistics.
  • Directs and administers all Safety Division personnel matters including setting and communicating performance standards, on-going coaching, training and development, evaluating performance, recognizing employee achievements, counseling, and initiating disciplinary action where appropriate.
  • Investigates and/or directs the investigation of all accidents involving employees, equipment, and facilities. Prepares and/or directs the preparation of accident reports. Prepares and maintains case files for all general public and automobile accidents. Participates in litigation activities as assigned for general public and automobile accidents.
  • Researches, designs, recommends, and reviews fire protection and suppression systems, and other systems necessary to ensure the protection of Company physical plant, employees, and the general public. Ensures that installed systems are tested and maintained as required by regulations and/or the manufacturer. Develops and implements training for these installed systems.
  • Coordinates the functions of the Joint Safety Advisory Committee (JSAC). Participates in JSAC meetings as a safety professional and provides counsel to the JSAC Chair.
  • Participates in Company emergency response activities.

FUNDAMENTAL REQUIREMENTS:

Knowledge Requirements:

  • Working knowledge of Hawaii OSHA, Federal OSHA, DOT, DOH, PUC rules and regulations related to safety issues, the National Fire Safety Code, the National Electrical Safety Code, various ANSI standards, and general electrical utility safety and health practices.
  • Working knowledge of physiology, psychology, mathematics, chemistry, basic physics, business law, principles of insurance, principles of fire, and business administration, normally acquired through successful completion of college level courses or equivalent experience.
  • Bachelor’s degree in Safety or Fire or Engineering with a designation as a Certified Safety Professional (CSP) or equivalent.
  • Working knowledge of budgeting and forecasting processes (including annual Operating Forecast; Capital Budgets; vehicle, equipment, tools; office furniture and equipment, etc.)
  • Working knowledge of policies and procedures contained in such documents as Company/Union agreement; General Information Manual, Substance Abuse Manual, etc.
  • Thorough knowledge of Accident Prevention Manual.
  • Working knowledge of personal computers and/or mainframe systems and related software applications.

Skills Requirements:

  • Demonstrated supervisory/leadership skills including effective written, oral and listening communication skills; conflict resolution skills; the ability to work with and communicate with all levels of the organization, including bargaining unit, management, and regulatory; and the willingness and ability to train.
  • Demonstrated ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
  • Must have or be able to qualify for a State of Hawaii driver’s license in order to travel to various field sites to inspect and monitor operations and investigate accidents. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy in order to travel to various field sites to inspect and monitor operations and investigate accidents. These standards may be adjusted periodically to meet business and safety objectives.
  • Ability to function at accident scenes, and at various company facilities, which may be graphic. Ability to ride helicopters and to respond to callouts at all hours, including weekends and holidays.
  • Demonstrated ability to handle issues with professionalism while using tact, courtesy and discretion.

Experience Requirements:

  • Extensive (8+years) electrical utility professional safety and health experience or related utility professional experience and formal education.
  • Multiple (5-7) years general accident, industrial, vehicle, and property damage/injury investigation experience.
  • Several (3-5) years teaching and training skills and program development.
  • Several (3-5) years demonstrated supervisory experience including budgeting, workforce utilization planning, and statistical analysis.
